Work around is working but has problem when Desktop has many users

The first time I installed the workaround, it was working.  When I logged using another user ID, a Drop folder was not existing on the desktop, but actually I was not expecting one to exist.  However, after having chosen the existing drop folder created in the first user directory, the XPS file was created into it, but the transfer to OneStop was not triggered meaning the service watching it was probably not running. 

Furthermore, when logged back with the first user ID (following a reboot),  any trial of printing using the XPS driver and dropping the file in the appropriate drop folder, the Transfer to OneNote was not triggered, suggesting the watching service is not running.
